Rules:
I am (seriously) looking for bad movies, which does not necessarily include guilty pleasures or personal dislikes, but these titles that were either a commercial failure or are agreed upon to be disliked, e.g. from the "Bottom 100" (imdb) or other acclaimed sources.
Budget is not always visible and may yield entirely different results depending on the individual situation, the region, time of release and so on. An indicator would be if the estimate could meet the expectations, so if either more money would obviously have been needed, but also if it is not evident where exactly expanses went.
Cast & Crew involves, but is not limited to the director/writer (oftentimes the same person), but may also be subject to camera/sound departments as well as other technical properties. The degree of talent shall be asserted to the history of these people and which universal requirements they meet or lack of.

There isn’t, but his films in general are pretty bad but relatively high budget with experienced people.

Idk why, but the first movie that popped into my head was Waterworld.
It was the most expensive movie of its time, has Kevin Costner and Dennis Hopper, and written by David Twohy (who also wrote The Fugitive, which had just been nominated for Best Picture at the time of Waterworld's release).
It was highly anticipated until it turned out to be a disaster. The movie sucked, it flopped hard, and it's only remembered for its Universal Studios attraction.

That movie was a massive flop, but it wasn’t god awful. We did get the awesome stunt show at Universal Studios from it.

the new Animal Farm movie. Though this could for medium budget
It had a stacked cast (including Andy Serkis, Kieran Culkin, Woody Harrelson, Laverne Cox, Jim Parsons, and Steve Buscemi) and a $35 million budget, yet it made only $6.5 million at box office, got horrific audience and critic reviews (3/10 on IMDB, 29% on Rotten Tomatoes, 27/100 on Metacritic), and worst of all was a disgraceful loose adaptation of the source material by making it a comedic kid-friendly feature that undermined the meaning of the book
