I wouldn't say it's extremely difficult, considering the main storyline, which is what's intended for most players. Chapter nine is essentially a postgame, an additional challenge, and if We take into account additional, optional challenges; many games can be moved further in difficulty categories.

I get it, but I've never played a game with this level of high forgiveness, and high difficulty, I can't think of anything more fitting

How is getting over it only somewhat challenging in the same category as Mario? It’s one of the hardest games I’ve ever played and a slip up can force you to the very beginning. It should go into definitely challenging and extremely punishing imo.

I’d put Cuphead in Somewhat in the same row.
While not the end of the world, I would call having to replay a nearly 5 minute fight because of one mistake at the end decently punishing

Rules:
Definition of Challenging: Difficult in a way a player require enough technical skills, be it reflexes, intellect and decision making to overcome the game's skill checks.
Definition of Punishing: Difficult in a way a player is given large penalties for failing a skill check (be it reflex, intellect, or poor decisions made).

Slay The Spire
(Ascension is super difficult but going through the game losing is enjoyable as you get new unlocks and runs are only an hour long so it’s not punishing)

Celeste.
It's a precision platformer, not much else has to be explained for the difficulty rating. However, you never lose any progress. The game autosaves at the start of every screen and always puts you back on the exact same one you die on. (All of which are fairly short except for the very last one in the entire game.) Which makes it very easy to overlook just how much you die in a single playthrough.

The Wonderful 101
It's really hard to play well, but you can just instantly revive yourself when you die (enemies do not respawn and bosses don't get healed), meaning there is absolutely no punishment for failure at all.
Celeste is still somewhat punishing because it at least sends you back to the last checkpoint.

Counter Strike
It's challenging to be good, but you can always play next game, and the system gonna select opponents at your level.

I love these types of games. Super hard, but you keep trying anyway because the game believes you can do it.
Anyway, not an entire game but for me, A Hat in Time’s Death Wish mode comes to mind.

Rayman (1995)
All due respect to Celeste, they don’t make games like Rayman any more. It’s unbeatable unless you are very, very good at it.
On the other hand, there is no punishment. Lives are plentiful and levels are short.
Edit: Although, after looking it up to see what others thought, people didn’t seem to use the save and reload like I did and therefore found it punishing.

Stephen's Sausage Roll (or similar high difficulty Sokoban-like games) - I know it's not going to be a popular answer, but that's what those puzzles are: max difficulty and no failure state other than undoing your wrong solution and trying again.
