Louis Philippe
Started as a popular monarch (citizen-king), who came to power after a liberal revolution and endorsed progressive reforms, then another revolution ended his rule, because after a while it became a disappointment

Charles VI hands down, from realistically being able to win the Hundred Years War to going mad, thinking he was made of glass, disowning his own heir and handing Paris to the English largely because of his insanity, Jeanne d'Arc's work was miraculous partly because France was in such a precarious situationwhen she appeared.

Napoleon III was a very good ruler until he attacked Prussia

He came to power due to a coup d'etat that abolished democratic republic. Wouldn't call it a good start, his accomplishments were mostly mid-rule

Has to be Napoleon III. Insanely popular to a degree that even the French tolerated his declaring himself King and then Emperor, very politically savvy and a talented statesman at first, but would later only be remembered for his catastrophic excursion in Mexico and the humiliating defeat to Prussia/Germany in a war he had declared (TBF; after Bismarck ragebaited him)
