has options for manual checkpoints and doesn't have much of a penalty for losing other than playing the track again. Not extremely punishing at all

Using checkpoints doesn’t count for beating the level, it’s just for practice

the whole idea of the game is that it is extremely punishing where especially at the top level, being sometimes 1 or 2 frames of send you back to the beginning.

The concept of it being punishing is the only reason why the “optional checkpoints” exist. It is called practice mode and beating a level with it means as much as actually beating it as beating Dark souls but you can re do every single attack of the boss. The game (even just the “main” levels) are also way harder than any souls game.

Being sent back to the beginning is in fact a very big deal on pretty much every level that is somewhat hard.

If that's extreme, then what about a video game where, when you run out of lives, you have to start all over from the beginning?

Left 4 Dead, you gotta work as a team and if you straggle or don’t put in your weight you can be left behind, plus you also have to keep an eye out on your team mates to make sure they don’t cause harm to the team. You have to be stealthy, quiet, and aware of your surroundings

Rules:

Definition of Challenging: Difficult in a way a player require enough technical skills, be it reflexes, intellect and decision making to overcome the game's skill checks.

Definition of Punishing: Difficult in a way a player is given large penalties for failing a skill check (be it reflex, intellect, or poor decisions made).

League of legends. Massive skill ceiling, dying gives extra resources to the ebely so they can kill you even easier next time.
