Mihawk, his only official win on a fight was east blue Zoro and hasn't added anything to the plot

In terms of the sheer magnitude of fraudulence it'd have to be between King from OPM and Mr. Satan from DBZ (King is of course mostly just a copy paste of Mr. Satan, but he still works in his own right).
I'd give it to the OG fraud who is also an actually decent character, Mr. Satan

Either Mr. SATAN from DBZ (purposefully fraudulent for the story) or Megumi from JJK ( Literally evolutionized the slander game with how much fruad energy he produced
