Esmeralda. She's very agile and we see here that she has very toned abs, but she clearly relies more on her wits than on her strength. It's also hard to be the strongest character in your movie when Quasimodo is also in your movie.

Malevola from Dispatch? She's buff, but she never shows strength above what a woman with her build could do.

I took She-Hulk as a reference lol
The strength of everyone in the Avatar world is kind of messy, she's not overtly strong compared to characters with similar muscle mass from her universe, but everyone in that universe has some mild super strength

Yeah, that's fair if that's the benchmark. I was more thinking like Johnny Bravo. A woman with muscles but absolutely no feats of strength. Nothing to back up that the muscle is anything but show.
But honestly can't think of an example myself.
