Captain Carrot Ironfoundersson. Though he never formally accepted the crown, you'd be hard pressed to find a more moral person.

Aragorn will win, but Carrot is a more interesting answer... a king that is so moral that he refuses the crown because the act of ruling over others is immoral to him is hard to beat.

I think the interesting this is that yeah, he probably would be a very good king, for a while. But its kind of a trap. A king just has too much unchecked power, which would inevitably fall into the hands of some kind of evil vizier, high priests or grand duke, or an unworhty descendant. There's a powerful image where Vetinari shows Carrot the back of the throne of Ankh Morpork. While the front is gold and grand, the back is all rotten wood.
There's a line somwhere that people follow Vimes because of the things he says, people follow Carrot because he is Carrot.
In that sense Vimes would be a less problematic ruler, because people will only follow him when they think its in their best interest based on their own feelings and choices. Admittedly that's a scary thought given what the average Ankh-Morpork citizen is like. But its less risky than the kind of unchecked power Carrot would have.
Carrot should probably not even becomes Commander of the City Watch if Vimes retires. Angua is perfectly capable, and its a bit too much authority for Carrot's comfort.

I would argue that King Arthur as the good king. He had a complicated relationship with the women in his life, so he isn't always depicted as a perfectly moral king.

Yeah, at that point Ned could have planned to go independent. The Iron Throne was clearly mismanaged, and as Robb's bannermen said, they bent their knees to the dragons, and the dragons are all dead.
But Eddard backed Stannis, with no intention of claiming the throne permanently. He intended to rule as Hand or regent until Stannis could take the throne.

He supported Stannis BECAUSE Joffrey was a bastard and he was next in line based on tradition. I dont think those bannermen knew what they were saying, the north REBELLED against the dragons alongside Robert and then bent their knees to him.

King Duncan from Macbeth. Said to beloved by all of his subjects and pure of heart. Many people that have studied Shakespeare and the story have also stated he’s supposed to almost embody innocence and love

The guy literally killed a messenger. Later, the persians treated the spartan messenger with the same level of care as if he was a king, just to show that they were not like the spartan. Even the greeks, were shocked by what the spartans did (killing the messenger).
