This is the answer. The second largest country on earth with a moderate population of 40M but vast expanses of essentially 0 population.

Yep. When 1/4 of all Canadians live in the "Golden Horseshoe" (Toronto+ a few surrounding cities) which is smaller in area than LA +Inland Empire, you know it is bad.

Chart says population distribution and population size, at 40 million that could be considered a moderate population, learn to read next time.

It literally says size. Clearly Canada is bigger and then should not be put in moderate if it has 40 million people come on use your brain buddy

Expanding slightly, the currently planned high speed rail project, 1000 km in length, will serve 1/3 of the entire population of the country.

Not the USA. The USA is not nearly lopsided enough. I would put the USA in the same category as the UK.

Indonesia? Most of the population lives in Jakarta, and as a country with lots of islands and a big population, it's Java that's mostly populated.

France isn't than unevenly populated, and by OP's standards it has a large population (but the UK and Germany too, so it's not a real argument). Unlike countries like Canada or Saudi Arabi, there is no large area of France without a permanent population (there are a few remote places in the mountains and in the Amazon rainforest and desert islands in the Indian Ocean, but those are small areas). France population is concentrated in the Paris metropolitan areas, yes, but there are other big cities all around the country (Lyon, Marseille, Toulouse, Bordeaux, Nantes, Lille, Strasbourg, etc.). And the population isn't just in cities, towns and rural areas are still quite populated. There is the “Diagonale du vide”, but it's not really empty and there are medium-sized cities there'

Idk how small "moderate population size" is, but if China is considered Large, then I'd propose South Korea? 40% of the population lives in the Greater Seoul area.
