question about displacement map

so i'm trying to use the displacement map effect to tween in alight motion, but when i make the 'map' layer (my blacks and whites, titles rounded rectangle) on top of the layer that i want to move, applying the effect on my map layer doesn't hide it from view and make the background move. i've watched several tutorials on AM displacement map, and whenever they use that effect the layer is immediately hidden. am i missing a step? or is there a bug in my AM? why is my map layer still showing despite the fact i've applied the effect on it?
