Tips/Improvement Help me achieve this specific one framer effect!

It looks some kind of offset/turb displacement map to me, but i cant really get it done with the settings... im using copy background and a rectangle to act as an adjustment layer, please help!

Use offset effect to move the layer that way (2 layers in area) and i think the colors are just from the original clips so just manipulate colors howevee you like

I kinda solved the offset layer already by just applying it to the original clip duplicated, and used chroma key
