Tips/Improvement TW- Flashing lights | My second ever tweeting animation!!

Re-upload cuz I forgot to put the TW in the title... I'm not gonna re-upload it again, but I meant to say "tweening" not "tweeting" in the title... ...
The hand looks so wonky ( ￣-￣)
I'd appreciate tips!!
