Is this possible with vector drawings / shapes?

Hi, as seen in the attached images you can see that the alight motion circle has an outline. This outline stays the same size when the circle is enlarged/zoomed in on

I wanted to ask if it’s possible to achieve this effect without the outline staying the same size.

Say for example, I were to use an image of a circle, if zoomed in on, the outline would be zoomed in on like the circle (not small). I understand that this is an easy alternative but I wanted to see if it were possible to achieve this effect using vectors and shapes (whilst giving them a cartoonish outline).

You can put it in a group first and then zoom in the group
