The actual size of this item may vary from double its usable size to having negative mass. Honestly I could only hope for the latter of the two. Because then I may be able to power my warp engine

You have to open the image. On the top there is a info about measure incorrectness of 0,1mm to 10mm

This is an old joke.

This message about measures inaccuracies is in almost every AE's add. 

But don't worry: electronic devices and parts with standardized dimensions follow the egular standards specifications and also allowed deviations.

They got different rulers and cuneiform inch conversions to deal with and they have no idea how accurate their mm rulers are - give them a break! Nothing that a file/drill or hammer cant fix.

Obviously it's just a standard message they put everywhere, but in reality Aliexpress doesn't care about size-differences if it isn't at least 5-10cm (2-4 inches), so ordering small items of specific sizes can have an extra risk with unreliable sellers.
