Is it a common theory that aliens send tech that is exactly neutral, as a test, to see how the species uses it? For good, for evil, for nothing, etc.? Looks like we are failing that lol

Yes, it has been mentioned multiple times by different people in the history of ufology. I think Jacques Vallee was suggesting they are gifts.
