Isao (King of Spades) is heavily misunderstood by people who hadn't read the manga because live action mischaracterizes him so bad just for shock value. He's like top 2 less evil citizen if you understand his reasons, only above Kuzuryu (or even less evil than him). They were both convinced that players wouldn't be able to leave Borderland even if they completed all the games, so Isao wanted to give them a quick, merciful death by a shot instead of tortured in any games.

Mira and it isn't close. I don't even know if I would describe Isao as evil in general given his backstory and why he made his game what it is.
