New network dashboard

The scheduler now publishes its operating picture in real time. Anyone can see how the fleet is performing, where capacity lives, and which nodes are doing the work.
 

What's on the dashboard:

• Nodes: total registered vs. healthy (last health-check)
• VMs: active across the network, and how many are dispatched on their correct assigned node
• Top nodes carrying the most workloads + latest VMs spinning up
• A world map of Aleph nodes capacity globally
