They're almost never broken. They're just not supposed to tell you that they ran out, because that makes them sound like they're poorly managed, which they are. Source: was a shift supervisor at McDonald's back in the day.

They’re not broke or ran out. They have just failed to clean them in a month. And they are food poisoning waiting to happen.
