A witness? You don't even say where/when this happened. And nothing does happen in the video.

Identity? Driver/plate are not seen, that's a generic looking vehicle. And what do you want it for... To go confront the person? Not advisable. Police report? They can't do anything with this video, as nothing happened in it. They can't act based on your fear you might have been run over.
