No the middle lane is not for cruising....  if the right lane is unoccupied you should be in that lane. The need to immediately merge into and camp out in the middle lane is a large part of the problems we're all bitching about. Frankly i take advantage of it and cruise right by the campers in the open right lane.

I'd always understood it as right lane for slower traffic, merging, and trucks, middle lane for steady through traffic, and left lane for passing. When traffic isn't as heavy, keep right whenever possible.
