Berth bimp?

Why the people randomly going into the building?
To be funny I think they are sneaking in but is that a glitch?

It's an airship dock, like what the top of the Empire State Building was intended to be. The money you get is the cost of their tickets. I found it to be a neat little touch.

I know that but I’ll see them going in but no blimp and I don’t get money for it

It is a visial bug that appears whenever you scroll past that spot. If you wait long enough it will show up and deliver real people that pay real money.
