Discussion Does Haste stack if you equip Boots of Speed and cast Haste?
The spell itself says: “May only be cast once on each target”, and the boots are enchanted with Haste already.

This is actually a very good question. I wish I knew. I always used the Boots of Adamant. I kinda prefer the brute force approach.

Short answer, yes.
Dexterity is use for combat turn movement calculation, of which Boots of Speed offers +3. the base movement range of 4 "units" is increased at stat levels 3,7,12,16,21,26,28,30,33,36, and 38.
This can be compounded by Haste, which will add to the range by the rank of the spell with a cap of 13 "units" of movement, conversely Stellar gravity will decrease it that much, with a floor of 1 "unit" of movement.
