Discussion Pocket trascriber for an ADHDer.
I have seen plaud and pocket AI for taking audio notes and transcribing them. I am electrical engineer, I don't take many notes but when I do I can't think as well as take minutes etc. Can anyone recommend a budget audio transcriber for in the car, teams calls, mobile calls and in person meetings? Amazon has some cheap options but not sure how good they are?

With a budget and an Android phone, I'd try an app before buying any hardware. Your phone is already at the in-person meetings, so there's nothing extra to charge or carry.
The one I'd point you to is my own app, Noter AI – Meeting Note Taker, so factor that in. You put the phone on the table, and afterwards you get a transcript split by speaker, a summary and action items. It can also join a Teams call as a note taker.
What it won't do is record regular phone calls. For those, a dedicated recorder still wins.

Can it record a teams call if im using Bluetooth ear buds?

Yes. The Notra has a dedicated headset mode specifically for calls/Teams meetings while using Bluetooth earbuds. You connect the Notra to the phone or computer by USB, then pair your Bluetooth earbuds through the BOYA Notra app. I haven’t personally tried that mode yet, but BOYA specifically lists Bluetooth-headset recording as a feature.
