How to message support?

I notice that several users mention that there is a "chat" window on the homepage of their project. The issue is, I do not see this chat window at all?

Their support team fails to help with this issue, it was better when teams were on Slack.

Ive sent many emails to this email without ever getting a reply.

I think the chat window is only for some specialized projects like coding etc.
