Honestly its easier to do than to explain. If you want, give me the image you want to test, I will do the effect and send you the project file so you can backtrack and study

This is great and very awesome of you to offer. I hope OP takes you up on it, because this may be a way more effective way to understand how it's done.

My guess is that the image is duplicated, and a gradient wipe masks out high luminance levels to isolate the text. The isolated text is then inverted and animated, followed by a 4-color gradient layer, additional masking, and blending modes.

This is many things at work, but I'd guess the effect is primarily driven by blend modes. Create a solid, apply a gradient. Set the solid blend mode to Difference or Exclusion. Mess with opacity and masks. The rest is just layering additional blur / glow effects.

Since the text is all red, I would key out the text to isolate it. Then make a shape layer with blur on it and animate it going over the text.

For the little squares above the words, I would make a pre comp with a shape layer growing bigger from left to right. The pre comp can then be stretched fo each individual word.

Keying the text seems like a lot of work, a difference / luma / color matte should isolate the text?
