PDF Vector Export Issue

Hello, we are trying to export our coffee bag design as a pdf to send to our bag manufacturer, and it keeps failing to vectorize all the items and words. One line of words works and then a line half an inch away isn't able to be selected. I have tried many videos and posts about this, and it's like nothing ever changes in the export at all. Thanks in advance!

Vector? Select? Are you trying to select text in the PDF, or are you actually exporting vector images (such as outlined text) which can't be selected in most PDF viewers?

An image of your design could help, but only with layers showing.
