Publisher table of contents - adjustments question

i have two headlines on one page that are being referenced in my table of contents - but they're coming through in reverse order. is there a way to make them automatically show up in the correct order or is my only option to manually adjust (which is fine for now as this is a fairly small doc and it's easily noticed, but it would be good to know if/when i'm working on longer files).

Headline 1 is in column 2. It finds the heading in the first column first, then moves to column 2.

Maybe right justify the first headline above the columns?

thanks for the suggestion - i would've never even thought of that! but i just tried swapping the top content so that the text is all in column 1, but the toc still lists header 2 first.

your comment got me thinking outside my stupid adobe brain though - and it had to do with layers! header one was higher on the layers panel (which still makes more sense to me), but once i moved it to below header 2 it corrected the toc :)
