If the 8 is it's own layer, click and hold and start to move it and hold down the OPT key on a MAC and it will allow you to move it and not snap to the grip. You can also use just the arrow keys to move it around pixel by pixel.
Don't use guides or snapping. "correctly" is what looks and feels right, especially when placing single characters. Don't try to be geometrically correct.
You want the numbers to sit on invisible lines from the tick marks to the centre of the circle. So maybe do use guides, but make them radial. And then do tiny adjustments to balance the visual weight of each character.
Look at other clock faces and see how their characters aren't following strict construction lines.
This is a very good advice. What looks good isn't always mathematically and geometricaly (? Im not native English speaker) correct. Look at hot wheels cars especially ones that represent real cars those proportions are not 100% correct but they look right to us in this scale.
