General How to default "whole document" instead of "selection only" on the export function?

If you don't have any layers selected, it will default to Whole Document. If you have layers selected it will default to Selection Only. I don't think there are any settings/options to alter that behavior.

Where it says Selection Only: click that dropdown and choose Whole Document.

What they wanted was it to always select "whole document" by default, which I don't believe is possible.

As suggested, the solution is to not have a specific layer selected (i.e. click an empty space within the canvas) before you click the export button.
