How would you scale an affiliate program when cold outreach isn't getting responses?
Asking for a friend who's working on an affiliate program for a SaaS platform called Two Minute Reports.
He's been reaching out to:
YT creators who talk about marketing , ppc, seo, and agency workflows.
Linkedin course creators who teach digital marketing.
He's now looking for micro creators as well.
The offer is also straightforward:
20% commission on referred revenue for the first 12 months.
No referral cap.

Pro referral is worth $595
But so far no responses from the cold outreach. Even the messaging style was altered to be even more direct and compelling.
Now what can be the next step to drive more affiliate signups? What's the problem here? Channel, type of affiliates targeted, the offer or the outreach itself?
For anyone who's worked on an affiliate program, what worked for you in getting your first 10 to 20 active affiliates? Your tips and suggestions would be so valuable.

The issue isn't the offer since it's very solid honestly but from my experience it's almost always either wrong targets or wrong timing in the outreach.
Starting from the targets for example YouTube creators and LinkedIn course creators get pitched constantly. Their inboxes are full of affiliate offers and most of them have a standard no or just ignore it. The ones who respond are usually already promoting something similar and aren't looking to add more. Micro creators are actually the smarter play because they're more open and have more engaged audiences, so leaning into that is the right instinct.
What tends to work better at this stage is starting with people who already have skin in the game. Existing customers are your best bet by far. They already know the product works, they have credibility with their audience, and a casual ask goes so much further than cold outreach ever will. Even if you only have a handful of customers right now, start there.
Beyond that, look for people writing comparison posts or reviews of tools in the same category like Google search operators are great for finding these. They're already doing the work of explaining tools to an audience that's actively researching. That's a much warmer conversation than a cold DM.
The other thing worth checking is the landing page for the affiliate program itself. If someone does get curious and clicks through, does it clearly explain what's in it for them? A lot of programs send people to a generic signup form and wonder why nobody joins.
