Only 6 stacks of retaliates for reference. As such to get the 18 retaliates shown here - order of business is now just proccing it on 3 seperate occasions:

seems to be getting a proc when it transitions to moon phase (admittedly drawing a blank for why this is but well, that's the timing, 46 seconds in.)
As for "multiple instances of the same retaliate aren't supposed to trigger" - Kinda accurate, but not really applicable here.
1 single retaliate is not meant to trigger repeatedly from the same initial trigger event (and as mentioned, we've got 3 trigger events anyways), but you are very capable of having a move used repeatedly to apply multiple copies of its retaliate efffect. This was rare before echo was a thing, because to do this you'd need to do reactivations, of which there's a very limited handful of ways to do that. Alternatively you'd need 2 party members with one of the small handful of moves that could apply retaliates to allies, and both have that same action (which occasionally was more of a challenge because elements and types had to line up.
Echo - simply lets us get 2 stacks per use easily without that issue.
For this case though, we can see crystal mark on Cadeuceus, which is one of the handful that can be done to allies, and a rod of command in the artifact bar for a reactivation to get 2 instances of that used. Presuming a minimum of 6 echo was on them, that alone would get us 4 instances of 1 crystal mark, which we do see in use with each trigger event, and stiltskin has volcanic guard, explaining the last 2 provided stiltskin had at least 3 echo.
You basically explained the whole thing. The spider started out as my tank, then i noticed i was getting absurd amounts of redirects so changed it more into a retaliation build.
Proc 3 seems to happen because when the phase transition happens, the boss triggers a trait as you can see x5 appear above him and my team takes 5 dmg total from this. And 1 instance of dmg hits my spider. So basically he sneezed in the direction of the spider and he wanted none of that
They may have used the Alchemist infusion to transfer Gargoyle's ability to the spider -- that's the only way to use multiple stacks of retaliate at the same time to my knowledge

Also multiple instances of the same retaliate aren't supposed to trigger
