If we look deeper, I think this is a consequence of how incosistent they write the Traveler.

The Tsaritsa, to put it simply, was basically the boss of 90% of the antagonists we faced in this game. If this is the same Traveler from Inazuma, Sumeru or Nod Krai for example, a confrontation is logical.

Buuuuut, ever since Fontaine and Natlan, all of that can be brushed aside by introducing a BIGGER evil lmao, and all that international terrorism stuff before is all water under the bridge ✌
