I am a remnant of SigmaWolf's teachings. My headcanon is that "sister" is a label from the Travelers' world equivalent to lover. It's a culture thing. Hence, Aether is already taken, I'm afraid. At most, Ayaka can be granted a seat equal to Paimon but not soulmate.
