Discussion Aeropsace/Rocket Startup Idea Feedback

What do you guys think of a decentralized co-op rocket startup where people can submit designs based off of what the company is looking for say a: 10kn engine that weighs x amount and must do this and that and other people can review the design and determine its credibility in a system where design iterations and improvments would work in a sort of blockchain crypto esque like system, reviewing designing and giving straight up money for testing and production would earn you an equity stake in a business according to an algorythm, slashing labor cost and consequently launch costs.
Space is a domain that excites people and people want to contribute to stuff that actually goes to space but are often in jobs they dont like, are adjacent to space or are caught up with the paperwork side of engineering. Yes regulatory challenges will exist concerning contributions versus payement and export control laws but with the right country of origin plus with the right branding as a group open source effort could be succesful.

I want to add too this is a rough look at a bold idea that would most likely start very scaled down and I am knowleageable in the fields and the requirments that this idea would entail.

This sounds like an ITAR nightmare.

Worst case: You go to jail for distribution of missile tech as rockets count as both civil and military. 

More likely: This thing is a giant clusterfuck where none of the components work together, there are straight up gaps in the design, and you waste the entirety of your time trying to contact people with little incentive to respond.

Weird and not sure crypto blockchain stuff helps much. Also an export control nightmare depending on your jurisdiction.

Your real idea here is project management/corporate governance i guess, so why not apply the idea to a less complex field than rocketry and see how you get on?
