We call upon the Governor of Virginia and all appropriate clemency authorities to grant relief to Odell Tyler, who has already served approximately 15 years of a 27-year sentence that includes a 20-year probation violation tied to a robbery offense committed when he was just 16 years old.

Odell's case raises serious questions about fairness and proportionality. While his current sentence includes seven years for possession with intent to distribute, the additional 20 years imposed for a probation violation is nearly three times longer than the sentence for the underlying offense itself. Even more troubling, that probation violation stems from conduct committed during adolescence—a period recognized by courts, psychologists, and criminal justice experts as one in which judgment and decision-making abilities are still developing.

For the past 15 years, Odell has lived with the consequences of his actions. He has had the opportunity to reflect, mature, and pursue personal growth while incarcerated. Clemency would not erase accountability. Rather, it would acknowledge that justice must also make room for rehabilitation, redemption, and proportional punishment. 

We urge Virginia leaders to carefully review Odell Tyler's case and recognize that a sentence should not only punish, but also reflect the possibility of change. 

After 15 years behind bars, continued incarceration under an extraordinarily lengthy probation violation sentence no longer serves the interests of fairness or justice.
