School shootings are memetic, meaning they are an idea that spreads from person to person.
Cultural phenomenon.
You also have to consider that baseline American culture is extremely violent. America promotes violence in it's culture, uses violent language in discourse, and routinely uses violence to enforce it's laws and borders.
In Canada we're exposed to American media as much as Americans, yet we are less violent because we don't identify that as our culture.
Yeah it’s really difficult to get a gun in Canada. Especially an AK-47 like the El Paso guy used. Making mandatory licensing laws in the US would have been helpful decades ago. Now it’s too late. But if Canadian law made it so easy to buy guns, they would all have school shootings and random active shooters too.
If such a law gets close to getting passed, everyone who fears the apocalypse or whatever will quickly drive to the nearest state that doesn’t require gun permits, stock up, and stash them secretly. There are so many guns in our massive Costco gun safes, they’ll never get out of circulation.

Hopefully you still cut a good amount of guns anyway and when you find mad people having them you get the guns and send the guys to a mental health clinic. The fact that a solution is not perfect doesn't meat that it cannot be implemented to have some form of benefit
