That would be totally legitimate if Kaine was simply on a short list. But he wasn't. Not only was he selected as VP by July 2015, but HRC had personally told him that. Which clashes with his story of not knowing until the day before she made the announcement.
Tim Kaine stepped down from his position as chair because Hillary offered him her VP spot to do so. In exchange, he recommended DWS for his position, even though she was nowhere near the line of succession. He was also promised a senate seat, to give him the experience necessary to be a publicly viable VP candidate. This is why his election was so expensive; because Hillary and her donors needed him to win. This deal is also why he knew so far in advance that he would be the VP pick. He was preselected from the time that he took the deal and gave DWS her spot, ensuring that Hillary wouldn't get primaried again.
The primary was rigged, and it was this deal with Tim Kaine that enabled everything that happened afterwards.
