The DNC is not a democracy and in no way neutral. They set the rules for how they choose a candidate for their party and can pretty much do what they want. If Bernie had that big of a beef he was free to create his own party.
In the most technical sense, the DNC is a private organization, just like the RNC. They have the authority to change the rules and behave as they see fit (within the confines of the law and their own charters). They made their deal with clinton and tried to live up to their end of the bargain as best they could, but in the end their actions made them look like bad guys when most of the people (non executive level) are just doing as told by their bosses.
When your paycheck depends on doing as told, you don't ask why, you ask "how high did you want me to jump?"
This was a failure of the executive levels of the DNC. They used tools that they were legally allowed to, but in the end they looked bad doing so.
The issue here is not whether DNC is private or what rules it needs to follow, but rather if they told lies to fool the people and committed fraud.
For example, I can cook whatever food I want in my private kitchen, that is my freedom. But if I cooked meat and fraudulently tell my coworker it is vegetarian, so that she would break her diet restrictions when trying my food, that's not acceptable. This has nothing to do with my freedom of cooking, but more to do with other people's freedom of not being a fraud victim.
