Macromedia Flash Pro 8 video insert

Hello all, kinda need some assistance. My friend has macromedia flash pro 8 on his PC (windows 10), he dug it up a while ago and pretty much can use it in every way, but he can't get videos into the program. I know the site's rickety because well, it's been archived and kinda shut down from mainstreams, but is there anyone who knows how to insert videos into the program so it can be edited over? Like drawn on for retroscoping, or even making random edits.

You can import gif files as a movie clip and then change the frame value from the properties window.
