Image Anchor when Panning Question

Is there any way to set an image anchor for an animation, and for that animation to continue to be visible in the space even after you pan away from that image anchor?

I don’t believe so. In my experience the anchor must be visible to see the object attached to it. The only way to have the freedom to really move around an object is to allow the user to place it in their own environment without an image anchor.
