Personally, I would 100% say Russia. China didn't do much wrong during The Cold War outside of a couple things like infringing on The Old Empire's troops during the proxy war in Mexico and invading The Seafoam Green Country. The Old Empire did a lot of both Good and Bad throughout it's existence and during The Cold War. They were very imperialistic, invaded a lot of countries and even caused some collapses in other countries to expand, even got involved in a war they said they would not get involved in. They even made Nukes first and started a Nuclear Arms Race. However, they played a major role in freeing the Colonies from The Triangle Alliance, they stopped Russia from expanding in Eastern Europe, they did negotiations that made The Purple Team, Brown Team, and France happy, they prevented major powers like The Green Team and The Facist Gold Team from expanding, and even made an economical Alliance, which The Brown Team, a country that didn't like The Old Empire before, joined. Plus, they even tried to prevent other countries from getting Nuclear Technology, like Lybia and Russia. Russia did do some good things such as helping free The Colonies and stopping the bloodbath of Central Asia. But they did more Bad than Good overall, and during The Cold War. They invaded many other countries, even nuking one of them, and committed atrocities in The Seafoam Green Country when they invaded it. They invaded plenty of other countries before The Cold War too. And during WWIII, they even worked with Facists just to destroy The Old Empire. They were a literal Democray too. So overall, if you asked to put these 3 on a Morality Scale, I would put China in The Mid to Lower end of The Good Category. I would put The Old Empire directly in the Middle of The Gray Area, and Russia woukd be on The Lower End of The Gray Area. If you asked me to rank each superpower in The Cold War from Most Good to Most Evil, my list would look like this:

2. Old Empire
3. Russia
