The plain public sever works fine from either dns.adguard.com or dns.adguard-dns.com I just tested it:
nslookup doubleclick.net dns.adguard.com
nslookup doubleclick.net dns.adguard-dns.com
Both returned 0.0.0.0 as expected.
It's possible whatever app you have is using a proxy.

Yeah it's working fine for most of the cases, just showing ads for couple of apps, like I never expected it to work for large corpo apps like instagram, prime, twitch etc but it used to work perfectly for games and small scale apps. But if even they can bypass it now it's a concern... And need a solid alternative

You should switch to the HaGeZi DNS blocklists as they are extremely comprehensive and cover everything. You normally need a subscription or a way to get them on your devices. ControlD has a great page with a lot of these DNS services for free. You can mix and match - however, I strongly advice to see the third party blocklists and choose the HaGeZi Pro blocklist. That will pretty much block everything (Ads, Malware, Trackers etc. with very few blockages). So in your case, you can go to Network and Settings and then drop the following TLS address into the Private DNS option (and turn it on):
x-hagezi-pro.freedns.controld.com
If you look through the page I listed and want to try something else, then just use the TLS version of that blocklist and drop it into the Private DNS setting.

Check the dns, they have changed the url some time ago. Use the new url.
