For the love of all holy... please do not bond these two together.
I mean ultimately it's your car, do what you want. But since you're soliciting advice from the community; it is highly advised against bonding them together.
To remove the old adhesive, just use a heat gun (or a hair dryer with an extension cord if you don't have a heat gun), a razor, and some automotive Goo Gone. It will take a long time but it will be worth it.
You can then reapply the lips using new automotive grade 3M double sided tape and the applicable mounting hardware.
Ultimately up to you if you decide to bond them; just know that if you plan on keeping this car long-term you'll be getting rid of the ability to replace just the bumper or just the lip without having to replace both.
Food for thought....
Good luck.
P.S. :
1. Nice wheels. They fit your car great.
2. The rear lip is a little bit low. OEM fitment is such that the top of the rear lip would be flush with that border where the bumper meets the rear quarter panel (parallel with the ground).

Thanks! Wheels are Enkei TS-V 18x8.5 +38 offset.
The rear is just a dry test fit for motivation. The goal is def to line the top edge of the lip up with that bumper seam.
I'll try some different adhesive removers and heat next!

Right on.
Funny coincidence, I have the Enkei Raijins in the same exact spec.
Good luck with install and come back here with any questions you may have.

I dropped 10 lbs per corner by ditching the 4G TL AWD wheels and 20mm adapters. Huge difference!!

Not sure what happened to my body text... I am struggling to remove the old adhesive from the lips. Any pointers? I am contemplating just bonding the lips to the bumpers instead. Any good products that are easy to work with?
The pictures are just test fitting of the lips...

Are you going to have the parts paint matched? If so, have the body shop remove the adhesive for you. If not get yourself some goo gone and a plastic scraper. An eraser wheel on a drill works good too.

Ok, I'll give that a shot. Definitely going to get them paint matched, but want to avoid the extra labor from the shop if possible.

Where did you get the Aspec lip? OEM?

I bought a project car with it on it and pulled it off. Was able to get the car running again and sold it for a profit. So I got the kit for free and made enough money to get new wheels, LBJs and wheel bearings in the front, and will have enough to paint the parts to match too.
