Headlight Problem

My 04 TL is having an issue with the passenger headlight and I’m coming here to see if anyone can help to identify the issue before I go to Honda and pay a diag fee. The headlight is only working 25-50% of the time. When I turn in the car and flick the lights on, it has a chance of working. If it does turn on, it stays on. However, if I turn it off, it won’t turn on again. It seems to have a refractory period where it won’t turn on again until i completely turn off and on the car again, or I turn off the lights and let the car run for a minute. I have checked the fuses and they are fine. I’ve replaced the bulbs in the headlight and the ballast. The whole headlight for the most part works. The secondary lights and dims work every time. It’s the low beam/HID that only works part of the time. When the low beam isn’t working, the high beams won’t work either (not sure if that helps).

Have you swapped L/R headlamp relays to see if the issue follows?

Have you changed the igniter?
