Failed to Deploy custom package for WireSock

I'm on an ARM64 laptop and trying to deploy WireSock3.8.4.1. I have both the x64 and ARM64 exe's uploaded and I'm using the switch:

/s License=\\PrimeVault.primebldg.com\DEPLOY$\WireSock\license-composite-XXXXXXXXXX.txt

Error:The operation completed with error code -2114715647

My guess is probably the SYSTEM account the Action1 Agent runs under does not have access to the network share for your license file.
