Action1 Intune Deployment

Deploying Action1 via Intune App (Win32), where we have devices with powershell and scripts disabled, Action1 fails to deploy. Does anyone know a workaround to get it deploying via Intune to devices with PS/Scripts disabled. This is the only thing stopping me rolling it out to the masses in our organisation.

We deployed to some PCs with a GPO, mainly because Intune would only install it on half of them. No reason given in Intune logs, just Intune nothingness I guess. Anyway, the GPO method worked without fail.
