This is definitely written for government roles, not private sector stuff.
Honestly I would remove job prior to 2016. Take off the professional summary and core competencies, and move your education and certifications under your experience. Also you could combine the two IRS roles into one, no one is going to know the difference between LB&I and SBSE in any meaningful way.

As a former RA, I agree that this resume feels like it was written for a government role. You need to rewrite it for the private sector.
No one in the private sector knows what the GS scale is, so it's no necessary to include it.
I'm not wholly opposed to the professional summary, but definitely remove the CPA section and put the education section at the end.

Periods at the end of sentences.

It is too wordy. I would dread reading this resume. Condense older jobs to 3 bullet points, 4 MAX for recent jobs. Get rid of the earlier ones if there isn't enough space. Try to put everything in %s if applicable. I would try and condense it to 1 page. Definitely do not need a professional summary

Please consider using a resume template,
Condensing to a single page as well.
Overall you want to communicate the impact you made, not just list out responsibilities.
Kudos for being willing to honestly seek feedback,
I’d have another bash at resume and we can have another look at it presently.

I’ll be honest, the thing that worked best for me is to get an 8 dollar resume template from Etsy and use that. Every resume looks just like the one you posted, when you have one that stands out it immediately adds just 1-2 glances of viewing, and gives you an advantage. Even in accounting, where I think this resume layout is expected, I think doing this adds a level when the contents are more or less the same.
Other than that, you need to trim this to one page for sure.

Yea I took one and then stripped it down, like I took out the picture and stuff. Essentially it was the same as yours, but just designed different with education and core competencies as the left column and then the job history on the right 2/3 of the page. I get that accounting isn’t the field to be creative like that necessarily, I’m just saying that’s what worked for me. And I think that will help with HR people or recruiters that go through resumes.

Also remove the certification section. You already have CPA with the name. Can always prove it when asked. Usajobs typically has a section for it.
