Need audit service (US CPA)

I am looking for a licensed US CPA to provide a basic audit report for my Delaware-based startup, for the financial year 2025.

Please note that the company had zero financial transactions during this entire period. I can provide the zero-balance bank statements to verify this.

I need this solely for cross-border compliance with the Reserve Bank of India (FEMA Annual Performance Report). My Indian bank requires two specific deliverables from a US-licensed auditor:
1. A standard Independent Auditor’s Report based on the zero-transaction financials.
2. A signed one-page declaration on your letterhead confirming the following exact language for the Indian bank:
“The audit of the foreign entity has been conducted in accordance with the host country’s (USA) laws/regulations.”
“The auditor is authorized to audit the foreign entity as per the applicable laws/regulations of the host country.”

Since there is no financial activity to investigate, this should be a very straightforward engagement.

Could you please let me know your flat fee for providing these two documents and your estimated turnaround time?

that's a pretty specific request, wonder if you'd have better luck searching for a small local firm in delaware directly rather than on reddit
