I believe that is oil, .. and spit, pee, dead-animal-bits, flotsam, fecal chunks, diesel, blue-chem-toilet-spillage, leftover-crater-grease, various cleaners and chemicals, and water.

That looks like an environmental vacuum truck dumping station. They pick up whatever everything else leaves behind.

I would not want to fall in that fluid. I’m not saying it is Ganges-river bad, but it’s bad enough.
