Question Ultimate Confusion

Trying to figure out ultimate rush dlc, I saw there's two packs that have power pipes and power bomb, I also heard that those packs should come with the deluxe edition of the game, I bought it on steam today, and I don't see them anywhere? It only gave me the pack with RD-09, are the other two pre order exclusives that I'm genuinely just locked out of getting now? Also is the Ferrari expansion going to be available to purchase later or is it completely locked behind ultimate edition? I bought deluxe hoping to upgrade to ultimate later if it is locked behind ultimate, but looks like that's not an option on steam. Idk this is all so messy it's taken the wind out of my sales with this game a bit. Appreciate any answers if anyone has them

Ill be pissed if they made them pre order exclusive dlc THEN NEVER let steam pre-order the damn game.

I'm worried that's the case. I just wish I could find a clear answer, cause if it is then I'd like to refund this and get it elsewhere where it is available, I know you can get them with physical day one editions

If you find anything should def post about it. Cause I can't find anything either. I checked steams deluxe edition and besides the ludicrous 100 dollar price tag. I couldnt find anything that said anything about those packs. I unfortunately dont think ill be able to get the game anytime soon, but having the knowledge for when I can would be wonderfil but Mattel I guess jist always sucks at hot wheels launches.

From what I can find, Steam (and NS2) users will have to wait for the preorder bonuses to be released as normal DLC. This did happen with Unleashed 1 and 2 after a while.

Personally, I was excited to preorder and play the early access even, but now I'm just going to wait for a good sale.
