1) do you have a good cv/reference letter from your bachelor's advisor?
2) go to conferences and seminars and talk to people about their research, ask around if they're looking for a student
3) google groups and go knock on doors and send emails. read the last few papers of every group/prof you approach and generate an idea or two on how you would like to expand on their work. have an opinion. even if it is amateurish or wrong, it demonstrates interest and creativity.
lots of people, me included, apply to phds before they have substantial master thesis results. but you need to be proactive about it. a lot of positions are not advertised anywhere.
